Localization In Mine Action: Where The Possible Meets The Necessary, Markus Schindler

The Journal of Conventional Weapons Destruction

While arguments for greater localization in humanitarian aid are strong, in humanitarian mine action (HMA) the case is not always as clear and requires detailed discussion. Despite these challenges, however, the development of national nongovernmental organizations (NNGOs) in mine action is advocated for, as they can offer local knowledge, reduce costs, improve efficiency, and contribute to national ownership. HMA stands out from other sectors due to its resource-intensive and highly regulated nature, often necessitating the use of expensive equipment and specialized expatriates. This article discusses the concept of localization in HMA, emphasizing its distinct challenges compared to other humanitarian sectors. …

Following the Russian Federation military offensive launched on 24 February 2022, the context and extent of Ukraine’s explosive ordnance (EO) contamination drastically changed, leaving mine action (MA) operators with the need to provide emergency explosive ordnance risk education (EORE). Faced with scarce up-to-date guidance and good practices on the topic, the global EORE Advisory Group (AG)[1] produced a refreshed document to support implementation. In September 2023, the Danish Refugee Council (DRC) also surveyed the entire MA community in Ukraine and organized a joint lessons-learned workshop to review the past eighteen months of emergency EORE programming. The Sahelian states, encompassing Mali, Burkina Faso, and Niger, have seen a surge in deaths and injuries due to armed conflicts and violence, with a majority of violent events happening within fifty kilometers of their shared borders.[1] Conflicts and unrest have caused widespread displacement, with millions fleeing their homes. This study offers a solution that facilitates direct trading of carbon credits with no intermediaries by using blockchain technology aligned with the cap-and-trade system. Area employment is expected to experience only a normal seasonal increase through mid-year. Survey results were slightly better than the most recent quarter. Significant pressures exist to increase wages, and in some cases firms did not think they could raise prices as well. Firms were evenly split between thinking affordable childcare and workforce housing were the most needed policies to address workforce needs.

Leading Economic Indicator Reports

The Leading Economic Indicator-Nebraska rose by 0.58% in January 2024. The increase in the leading indicator, which is designed to predict economic growth six months into the future, suggests that the Nebraska economy will grow through mid-2024. Two components of the leading indicator improved during January. To begin with, respondents to the January Survey of Nebraska Business reported plans to increase sales and employment over the next six months. Further, the Nebraska labor market improved. Initial claims for unemployment insurance fell during January, suggesting that employers see sufficient demand to support their current workforce.

Background: Each year an estimated 2.3 million newborns die in the frst 28 days of life. Most of these deaths are pre‑ ventable, and high-quality neonatal care is fundamental for surviving and thriving. Service readiness is used to assess the capacity of hospitals to provide care, but current health facility assessment (HFA) tools do not fully evaluate inpa‑ tient small and sick newborn care (SSNC).

Methods: Health systems ingredients for SSNC were identifed from international guidelines, notably World Health Organization (WHO), and other standards for SSNC. Existing global and national service readiness tools were identifed and mapped against this ingredients …

It seems a truism that while our grasp of the world is at best inconclusive, it is attended by a pressing desire to articulate the ultimate context in which our lives are set. Here, my remarks focus on the limits of our ability to explicate that context or landscape, suggesting that any attempt to de-confuse our world will be inherently inconclusive, indeterminate, and undefined. In other words, I want to encourage a little cognitive dissonance regarding our ability to make sense of the globe.

The number of these is fixed as is the succession of them; progress and human perfectibility always dominate the movement. The progress of the human mind, Condorcet wrote in the Tableau des Progrès Historiques de l’Ésprit Humain, is reflected invariably in the successive stages of society. We move upward and onward, ineluctably.

The rise of complex AI systems in healthcare and other sectors has led to a growing area of research called Explainable AI (XAI) designed to increase transparency. In this area, quantitative and qualitative studies focus on improving user trust and task performance by providing system- and prediction-level XAI features. We analyze stakeholder engagement events (interviews and workshops) on the use of AI for kidney transplantation. From this we identify themes which we use to frame a scoping literature review on current XAI features. Social media has transformed the political landscape, becoming crucial in general election preparations. It provides direct access to voters, a platform for political candidates to interact with audiences, and enables active participation in the political process. However, it also poses risks, such as the spread of false information, social division, and polarization. Algorithms on social media play a central role in shaping public perceptions of elections. These algorithms can create “filter bubbles,” where users are only exposed to views aligning with their beliefs, and “echo chambers,” reinforcing existing views. Minority women encounter a myriad of challenges and disparities in their pursuit of leadership positions in K-12 education. While the number of women leading independent schools has increased, they are more likely to achieve headship in small and K-8 schools rather than in larger schools and secondary settings. Marginalizing policies and climates still exist within schools, but women leaders are working for change through activism and efforts intended to promote gender equity. The first goal is to explore how social media has changed the practice of tattooing while the second goal is to examine how tattoos are used to express or explore the differing facets of a person’s identity. Participation in volunteering has been linked to positive health and well-being improvements for older adults. During the COVID-19 pandemic, older adults were at a higher risk of severe COVID-19 infections and adverse effects resulting in social isolation. Virtual volunteering began gaining momentum as a way to meaningfully engage older adults and support non-profit organizations impacted by shutdowns. Garissa county, Kenya is a geographically large county with a mobile pastoralist population that has developed a method for emergency medical services (EMS) coordination using the WhatsApp communication platform. This work was based on a site visit, to better understand and describe the current operations, strengths, and weaknesses of the EMS communication system in Garissa. The use of WhatsApp in Garissa county seems to work well in the local context and has the potential to serve as a cost-effective solution for other EMS systems in Kenya, Africa, and other LMICs.
