The paper aims to provide both a radical critique of the “smart city” as a techno-ideological apparatus,that through data analysis and algorithmic forms of governmentality tends to colonize space and time, and an attempt to reframe the very concept of intelligence within the smart cities. Two concepts are presented as tools for such a reframing: locality and idiom, where the first is conceived as openness of meaning generated by a territory, while the latter,analysed througha paradigmatic Irish example (Friel’s play Translations), prepares the ground for the pars construensof the paper. Often, second/foreign (L2) language learners receive little opportunity to interact orally in the target language. Interactive, conversation-based spoken dialog systems (SDSs) that use automated speech recognition and natural language processing have the potential to address this need by engaging learners in meaningful, goal-oriented speaking practice. However, these technology-based learning tools are often developed without input from teaching professionals. My dissertation builds on a systematic review of 125 clinical trials reporting on treatment-related adverse events (AEs) associated with PD-1/PD-L1 inhibitors published from 2010 to 2018. The motivating dataset contained the following study-level components extracted from each publication: trial name, number of treated patients, selected immunotherapy drug, dosing schedule, cancer type, number of AEs within each category, and the pre-specified criteria for AE reporting. The number of AEs were reported based upon all-grade (Grade 1-5) and Grade 3 or higher (Grade 3-5) severity. China’s practice of employing business sanctions to silence companies and individuals speaking out in favor of the Hong Kong protests has sparked concern among democracy and free speech advocates. This recent phenomenon, combined with Dwight Eisenhower’s rhetoric of “exporting democracy,” prompts the question: if the USA has engaged in policies aimed towards exporting democracy, could China also export autocracy?
