The best way to alleviate poverty is to increase the income of the poor by providing productive employment. A pragmatic approach is to focus on a sector of the economy that is employment intensive and growing rapidly. A good candidate is the business process outsourcing (BPO) sector. Impact sourcing is a subset of the BPO sector that focuses on reducing poverty by providing jobs to the poor. While this sounds promising, impact sourcing has not delivered on the promise, at least not yet. This report presents a wide range of statistics on labor market inequalities by gender and race specific to Pierce County (Washington State). The analysis focuses on various measures of labor market outcomes: labor market participation rates, employment ratios, occupational structure, earnings, and poverty rates. These document the existing inequalities in the labor market. We also present data on some underlying pre-labor market causes of labor market inequalities: individuals’ educational attainment and family background characteristics. We give an overview of the available data sources, and summarize the key findings by gender and race. The statistics are presented as comparisons between Pierce …

In this constructivist grounded theory study, seven participants considered experts of Developmental Transformations (DvT) were interviewed and asked about a Dramatic Conversation, a term that was developed during the researcher’s earlier pilot study. Inquiry was focused on each participant’s understanding of the concept of dimensionality as an interaction during the practice of DvT. Interviews were conducted remotely using a video conferencing platform after participants were provided with written working definitions of the terms to review. Extension agents are finding themselves engaged in problem-solving roles as public needs adjust to a climate where issues facing the agricultural and natural resource industry are more often contentious than benign. As connectors between the Land-grant university system and the public, Extension agents need to know how to effectively communicate about contentious issues with clientele. This study used an online survey design to determine Extension agents’ attitudes toward contentious issues, challenges that they face, and effective means of communication. The findings revealed Extension agents’ attitudes toward communicating about contentious issues were more positive than negative. Additionally, they found the availability …

Programs utilizing research-tested evaluation tools can help identify effective educational strategies and document program effectiveness and impact. Using the case of the UF/IFAS Extension Family Nutrition Program (FNP), this article illustrates steps for conducting a rigorous assessment of the measurement properties of evaluation instruments. The Youth Behavior Survey (YBS) was originally developed to measure students’ nutrition and physical activity behaviors before and after an educational intervention. In order to report FNP behavior change data under indicators for the national evaluation framework, the evaluation instrument was revised. The revision included modifying item wording to reflect national indicators and changing response options. …

This report describes a long-term impact evaluation conducted by a Forestry Extension program. Documenting long-term impacts is increasingly important to demonstrate the perceived public value of Extension programming. However, the extended time frame of forestry activities creates challenges for technology transfer, including the realization of learning objectives and reporting to administrators and public officials. Mississippi State University has attempted to address these challenges through in-person impact evaluation. Three years of results are presented from an ongoing long-term impact assessment conducted after clients received forestry information from an educational program. The assessment demonstrated 31% of clients had implemented forestry practices since …

We describe the development, implementation, and evaluation of an introductory and interdisciplinary program to increase participants’ knowledge and awareness of wellbeing and intention to implement self-identified lifestyle changes. “Wellness and Wellbeing: What About Me?” was a University Extension pilot program that was designed to introduce wellbeing as a multidimensional construct. The program was delivered by Extension professionals in 14 sites across Iowa. Program evaluation consisted of a post-program assessment at the end of the seven-week series. The majority of the 115 post-program survey respondents were female, ranging in age from 22-88 years. Almost all survey respondents (89%) reported learning something …

While research has shown class attendance is important for undergraduate student success, few studies have examined why students choose to not attend class. What is more, existing research has focused on absenteeism among undergraduates at land-grant institutions and professional schools. The purpose of this qualitative study was to examine reasons for absenteeism among students at a small, regional, minority-serving institution. Three focus groups were used to collect data, and thematic data analysis revealed class attendance was impacted by (a) teacher attributes, (b) student attributes, (c) process variables, and (d) context variables. Mississippi leads the nation in child obesity, chronic diseases, poverty, and food insecurity. Stemming the long-term consequences of high obesity rates will require a cultural attitude and behavioral shift towards healthy eating. This study explored the perceptions, beliefs, practices, and self-efficacy towards healthy eating among limited resource Mississippi parents to inform a SNAP-Ed social marketing campaign. A statewide telephone survey was conducted with income-eligible or current SNAP recipients who provided or prepared food for children in their household. Oregon Population Forecast Program
Different sub‐areas within Oregon’s counties experience different growth patterns. Those patterns combine to collectively determine county‐level demographic changes. Wasco County is comprised of two types of sub‐areas: urban‐growth boundary (UGB) areas (Antelope, Dufur, Maupin, Mosier, Shaniko, and The Dalles) and areas outside of those UGBs. In this report, we describe demographic trends and forecasts for the county as a whole as well as its sub‐areas.

Psychological reactance theory has yet to be applied to intercultural and cross-cultural communication, at least not to a sufficient extent. This study conducted a cross-cultural examination of psychological reactance in intercultural workplace communication situations. Using the theoretical framework of psychological reactance as well as the constructs of intercultural sensitivity and tolerance for ambiguity, this study expanded applications of PRT for technological change messages in the workplace. The present study extended the previous applications of psychological reactance theory and found a significant cross-cultural variation for trait reactance. The results also revealed that tolerance for ambiguity was negatively related to trait reactance, …

During the yellow fever epidemic in Angola in 2016, cases of yellow fever were reported in China for the first time. The 11 cases, all Chinese nationals returning from Angola, were identified in March and April 2016, one to two weeks after the peak of the Angolan epidemic. One patient died; the other 10 cases recovered after treatment. This paper reviews the epidemiological characteristics of the 11 yellow fever cases imported into China. It examines case detection and disease control and surveillance, and presents recommendations for further action to prevent additional importation of yellow fever into China.

The modern university presidency continues to become more complex, resulting in numerous personal and professional stresses placed on a president. This study explores the sources, impacts, and successful prevention and management of stress in the position. Data for the study comes from qualitative phenomenological interviews with five sitting presidents of public and private universities in the United States. Using a theoretical lens derived from executive stress theory, the authors examine the degree to which a need for personal control and stability play a role in producing stress and motivating certain stress responses. Precision teaching has led to successful outcomes in both training and education. Past research has shown that by using flashcard techniques such as SAFMEDS in ratebuilding exercises, one can expect expert levels of performance and retention of learned material by practicing for a minute a day. Fluency training using SAFMEDS could prove invaluable in businesses that wish to train their employees using cost and time efficient methods. However, recent research has shown that the SAFMEDS sequence may not quickly build accurate rates of responding in earlier sessions, or reliably lead to high levels of retention. Different areas within Oregon counties experience different growth patterns. Those patterns combine to collectively determine county‐level demographic changes. Washington County is comprised of three types of areas: areas within Metro’s jurisdiction, urban‐growth boundary (UGB) areas outside of Metro’s jurisdiction (Banks, Gaston, and North Plains), and areas outside of Metro and those UGBs. In this report, we focus on Washington County as a whole as well as non‐Metro sub‐areas.

Yamhill County is comprised of two types of areas: its urban‐growth boundary (UGB) areas (Amity, Carlton, Dayton, Dundee, the portions of Gaston within Yamhill County, Lafayette, McMinnville, Newberg, Sheridan, the portions of Willamina within Yamhill County, and the City of Yamhill) and the area outside of those UGBs.

Tillamook County is comprised of two types of areas: its urban‐growth boundary (UGB) areas (Bay City, Garibaldi, Manzanita, Nehalem, Rockaway Beach, Tillamook City, and Wheeler) and areas outside those UGBs.
Tillamook County’s total population gradually increased in the 2000s (Figure 1). Some subareas, such as Bay City, Manzanita, and Nehalem, experienced faster population growth than the county as a whole, averaging between one and three percent growth annually.
