My dissertation examines government and nongovernment entities’ attempts to restore and protect the use and health of the Milwaukee River and its watershed from 1960 to 2000. Under Mayor Henry Maier’s leadership, Milwaukee worked to reclaim the urban riverway to stimulate economic growth. However, state and federal representatives, after the passage of the 1965 Water Quality Act, demanded that the city government prioritize updating the combined storm and sewer system to lessen pollution in the Milwaukee River. At the same time, other groups worked to save rural areas from unplanned development and further degradation of the waterway. Influential groups included …

Two workshops with subject matter experts in the appropriate fields, were held in November and December 2021 to elicit guidance and feedback from the broader mesophotic and deep benthic scientific community. These workshops focused on best practices/approaches and identifying data gaps relative to habitat assessment and evaluation goals of the Mesophotic and Deep Benthic Community (MDBC) restoration portfolio. The first workshop was a combined effort of the Habitat Assessment and Evaluation (HAE) Project Team and the Deepwater Horizon (DWH) Program. Industrial Economics, Inc. Arctic warming is affecting snow cover and soil hydrology, with consequences for carbon sequestration in tundra ecosystems. The scarcity of observations in the Arctic has limited our understanding of the impact of covarying environmental drivers on the carbon balance of tundra ecosystems. In this study, we address some of these uncertainties through a novel record of 119 site-years of summer data from eddy covariance towers representing dominant tundra vegetation types located on continuous permafrost in the Arctic. Based on the rotation of the stars around a galaxy center, one can estimate the corresponding gravitational acceleration -- which turns out to be much larger than what Newton's theory predicts based on the masses of all visible objects. The majority of physicists believe that this discrepancy indicates the presence of "dark" matter, but this idea has some unsolved problems. An alternative idea -- known as Modified Newtonian Dynamics (MOND, for short) is that for galaxy-size distances, Newton's gravitation theory needs to be modified. While most physical processes are localized -- in the sense that each event can only affect events in its close vicinity -- many physicists believe that some processes are non-local. These beliefs range from more heretic -- such as hidden variables in quantum physics -- to more widely accepted, such as the non-local character of energy in General Relativity. In this paper, we attract attention to the fact that non-local processes bring in the possibility of drastically speeding up computations.

Depression is a serious medical problem. If diagnosed early, it can usually be cured, but if left undetected, it can lead to suicidal thoughts and behavior. The early stages of depression are difficult to diagnose. Recently, researchers found a promising approach to such diagnosis -- it turns out that depression is correlated with low heart rate variability. In this paper, we show that the general systems approach can explain this empirical relation.

In many practical situations, for each alternative i, we do not know the corresponding gain xi, we only know the interval [li,ui] of possible gains. In such situations, a reasonable way to select an alternative is to choose some value α from the interval [0,1] and select the alternative i for which the Hurwicz combination α*ui + (1 − α)*li is the largest possible. In situations when we do not know the user's α, a reasonable idea is to select all alternatives that are optimal for some α. In this paper, we describe a feasible algorithm for such a selection.

When we usually process data, we, in effect, implicitly assume that we know the exact values of all the inputs. In practice, these values comes from measurements, and measurements are never absolutely accurate. In many cases, the only information about the actual (unknown) values of each input is that this value belongs to an appropriate interval. Under this interval uncertainty, we need to compute the range of all possible results of applying the data processing algorithm when the inputs are in these intervals. An interpenetrating polymer network (IPN) for cation exchange applications was synthesized from a blend of styrene-ethylene/butylene-styrene (SEBS) and acrylonitrile butadiene styrene (ABS), which was 3D printed, grafted with crosslinked polystyrene (PS), and sulfonated. A method for styrene grafting was applied to reduce the damage to polymer phases caused by the sulfonation reaction. Styrene and divinylbenzene monomers were introduced to the IPN and induced with heat treatment to polymerize in situ. The graft copolymerization reaction was enhanced with varying quantities of benzoyl peroxide as a chemical initiator. The current methods of the diagnosis of bloodstream infections are based on bacterial culture growth, a process that requires considerable time, e.g., 12-16 hours, to obtain a result. This long wait time for the result creates many problems, including the generation of multi-drug resistant organisms (MDROs). At the same time, infected bloodstream usually contains a very low concentration of bacteria, i.e., lower than 5 CFU/mL. The long diagnosis time and the extremely low concentration of bacteria in the infected bloodstream make such infections difficult to diagnose. In speech recognition, it is essential to model the phonetic content of the input signal while discarding irrelevant factors such as speaker variations and noise, which is challenging in low-resource settings. Self-supervised pretraining has been proposed as a way to improve both supervised and unsupervised speech recognition, including frame-level feature representations and Acoustic Word Embeddings (AWE) for variable-length segments. However, self-supervised models alone cannot learn perfect separation of the linguistic content as they are trained to optimize indirect objectives. The 30P(p,γ)31S reaction acts as a bottleneck for classical nova nucleosynthesis beyond A=30 in ONe novae, due in part to the long lifetime of 30P (∼2.5 minutes) with respect to the timescale of a nova outburst. Also, the 30P(p,γ)31S reaction rate directly affects the isotopic ratio of 30Si/28Si, which is an important nova identifier in the analysis of pre-solar grains. O/S, S/Al, O/P, and P/Al elemental abundance ratios can be used as nuclear thermometers for classical novae by constraining the 30P(p,γ)31S reaction rate.

Mineral analysis is of great importance to the understanding of the world around us and worlds beyond. Geology, chemistry, and environmental studies all benefit from characterization of the structure and properties of minerals. While various techniques have been applied towards the study of minerals, we propose that Raman spectroscopy is specifically suited for the detection and study of minerals under various conditions, including for terrestrial and space applications.

The goal of this paper is to reveal numerically the generalized Henon-Heiles system, that is, in the seventh-degree potential function where the smallest body mass varies. An invariant solution is derived using the Lie symmetry technique for steady laminar two-dimensional and axisymmetric boundary layer jet flow of incompressible power-law fluids with appropriate boundary conditions. Using symmetry, the nonlinear partial differential equation of the jet flow problem is transformed into a nonlinear ordinary differential equation. The resultant nonlinear ordinary differential equation with boundary conditions is converted to an initial value problem using the Lie symmetry technique. It is a generalization of the interval valued fuzzy soft set and the spherical fuzzy soft set. This study presents a hybrid algorithm consisting of game theory and the first order Taylor series approach to find compromise solutions to multi-objective linear fractional programming (MOLFP) problems. The proposed algorithm consists of three phases including different techniques: in the first phase, the optimal solution to each LFP problem is found using the simplex method; in the second phase, a zero-sum game is solved to determine the weights of the objective functions via the ratio matrix obtained from a payoff matrix; in the last phase, fractional objective functions of the MOLFP problem are linearized using the 1st order Taylor series. …

This paper analyzes an M/M/1 retrial queue under differentiated vacations and Bernoulli feedback policy. On receiving the service, if the customer is not satisfied, then he may join the retrial group again with some probability and demand for service or may leave the system with the complementary probability. Using the probability generating functions technique, the steady-state solutions of the system are obtained.
