The purpose of this research paper was to translate a Computer Model (SIGART), capable of simulating a progressive traffic signal lights system, from Burroughs B5500 FORTRAN II to the IBM 360 FORTRAN IV computer language, to outline the program algorithm, to set up detailed program documentation and to validate this model by applying practical system data. Expansion of the SIGART program by addition of an option to produce a time space plot of the output data utilizing a Calcomp plotter was also to be considered.

Major attention is devoted to the Merchant Marine Act of 1970 which the Administration and Congress hopes will halt the continuing decline of the U.S. merchant fleet. Navy fleet operating bases are all located within the coastal zone; a unique area neither land nor sea. This paper opens with a brief review of the nature of the coastal zone, followed by a discussion of regulations pending in Congress and an example of one state's coastal zone legislation. Navy policies regarding environmental factors that must be considered in land use management are also discussed. Interactions of the U.S. Naval Base, Newport, and non-Navy interests with the coastal zone of Aquidneck Island are examined to develop a model for analysis of these relationships.

In the theory of linear statistical models, one frequently encounters consistent systems of linear equations Ax= y. If A is nonsingular then a unique solution is given by x - 1 A y. If A is singular or rectangular however, then there are an infinite number of solutions; and the theory of generalized matrix inverses can be used to generate and characterize the solution set.

This thesis examines properties of generalized matrix inverses, and their use in solving linear equations, and in particular the role they play in treating the concept of estimability.

Pheasants survive in a wide range of yearly weather extremes but can be limited by certain short-term weather factors (Graham and Hosterburg 1948). Study of short-term weather conditions can therefore be important in understanding pheasant survival. Many studies have been done on yearly and seasonal effects of weather on pheasant production and survival. Bemitt and Terril (1940) reported on possible temperature factors in pheasant management in the north central area of the United States. Incoherent scatter and tilting filter photometer data from Arecibo Observatory were combined to search for a contribution to the 6300 Å predawn enhancement due to impact excitation by photoelectrons from the magnetic conjugate point. Prior to about 105° conjugate solar zenith angle, calculations of the 6300 Å intensities due to dissociative recombination gave good agreement with the observed intensities. Then, with the arrival of conjugate photoelectrons (confirmed by plasma line enhancements), the observed intensities rose above the calculated, the difference increasing until a plateau was achieved at a conjugate solar zenith angle of about 95°. The theory of diffusion-controlled correlated reaction kinetics is developed for the radiation boundary condition (RBC) at the reaction surface. Limited only by the assumptions of purely radial spatial dependence, of a spherical reaction surface, and of continuum diffusion, these results comprise a complete solution for these kinetics. The limiting solutions are obtained for the case of the Smoluchowski boundary condition (SBC) at the reaction surface; numerical solutions are presented, as are the analytic forms of certain limiting cases.
