The issue addressed in this article is whether and to what extent a lawyer has an ethical responsibility to pursue implementation of the remedy in institutional reform litigation. Institutional reform litigation refers to cases in which an individual or class of individuals sues a large organization in order to vindicate constitutional or statutory rights. One of the enduring and yet unresolved issues concerning the Civil War is its legal nature: Was it an insurrection or an international war? During the war and since, the United States courts have repeatedly been called upon to determine the status of property which was under the control of the Confederacy and its agents during the Civil War. In the process of making such determinations, the courts have reopened questions about the war's legal status. United States v. Steinmetz is such a case.

In 2017, a joint international effort commenced under the direction of the President of University for Business and Technology (UBT) in Kosovo with colleagues from Linnaeus University (Sweden) and University for the Pacific (USA) to define, create and populate a Knowledge Center for UBT which would include an institutional repository (IR). Enlivened by discussion and feedback from the intended recipients, the needs and goals of a UBT IR were identified. An Integration-To-Bound Model Of Decision-Making That Accounts For The Spectral Properties Of Neural Data, Ramón Guevara Erra, Marco Arbotto, Aaron Schurger

Integration-to-bound models are among the most widely used models of perceptual decision-making due to their simplicity and power in accounting for behavioral and neurophysiological data. They involve temporal integration over an input signal (“evidence”) plus Gaussian white noise. However, brain data shows that noise in the brain is long-term correlated, with a spectral density of the form 1/fα (with typically 1 < α < 2), also known as pink noise or ‘1/f’ noise. Surprisingly, the adequacy of the spectral properties of drift-diffusion models to electrophysiological data has received little attention in the literature. Here we propose a model of accumulation of evidence for decision-making that takes into consideration the spectral properties of brain signals. We develop a generalization of the leaky stochastic accumulator model using a Langevin equation whose non-linear noise term allows for varying levels of autocorrelation in the time course of the decision variable. We derive this equation directly from magnetoencephalographic data recorded while subjects performed a spontaneous movement initiation task. We then propose a nonlinear model of accumulation of evidence that accounts for the ‘1/f’ spectral properties of brain signals, and the observed variability in the power spectral properties of brain signals. Furthermore, our model outperforms the standard drift-diffusion model at approximating the empirical waiting time distribution.

In 2017, the City of Monroe Planning Commission decided to update its Comprehensive Plan, last amended in 1986 and sought technical support. In addition to developing a Buildable Lands Inventory, Housing Needs Analysis, and Economic Assessment to support the comprehensive plan update process, Constellation Planning created a Field Guide as an interactive resource to be used for long range planning processes in Monroe, recognizing an opportunity to increase planning capacity.

The Field Guide includes educational appendices and usable worksheets that are intended for a diverse audience, including community members, commissioners, elected officials, city staff, planning partners, and consultants. Using a …

Legal Walls PDX charts a path toward a more inclusive atmosphere for street art, and specifically graffiti, in Portland by planning a legal graffiti wall for public expression in the Central Eastside Industrial District. This plan proposes legal routes forward, as well as recommendations for implementing, designing, and stewarding the wall. These recommendations are informed by stakeholder outreach, best practices in other cities, and key advisory interviews. The complementary zine presents the idea of a free wall through storytelling and provides an approachable version of the plan for a wider public audience.

The purpose of this study is to evaluate the hospitality students’ perception of library service quality provided by the institute using a well-known measurement model LibQUAL. A structured questionnaire with 22 items on three dimensions of LibQUAL was distributed to undergraduate (UG) and postgraduate (PG) students using Google forms. The mean differences between the UG and PG were analyzed using independent sample t-test. The findings suggest that there is a significant difference in the mean perception of undergraduate and postgraduate students about the library services provided by the institute. This study explores various relationships of streamflow and stream temperature over the Portland Metropolitan area in two urbanizing watersheds. Four stream temperature and discharge metrics were derived from USGS stream gauges in the Tualatin River and Johnson Creek watersheds and were analyzed for monotonic trends. Additionally, this study explored the sensitivity of stream temperature to air temperature and streamflow to assess where locations throughout the watershed may be more sensitive to these changes. Relationships among stream temperature, air temperature, and streamflow were assessed using linear and nonlinear bivariate regression for yearly values and summer months. Amputees have expressed the need for more information on the recovery path that follows amputation. Inclusion of education in the amputation rehabilitation process empowers amputees to make decisions about their options and form realistic expectations. Virtual worlds are effective as healthcare support communities because they provide both synchronous and asynchrous communication, voice enabled technology, file sharing and more, enhanced by immersion in a visually stimulating and interactive 3-D environment. In this article, we focus on the understanding of identity norms that members of the German Bundestag have to meet and/or to cope with.
