ESI Publications

Unequal outcomes disrupt cooperation in some situations, but this has not been tested in the context of coordination in economic games. To explore this, we tested brown capuchins (Sapajus [Cebus] apella) on a manual version of the Stag Hunt (or Assurance) Game, in which individuals sequentially chose between two options, Stag or Hare, and were rewarded according to their choices and that of their partner. Typically, coordination on Stag results in an equal highest payout, whereas coordinating on Hare results in a guaranteed equal but lower payoff and uncoordinated play results in the lowest payoff when playing …

Selling Impressions: Efficiency Vs. Competition, Dirk Bergemann, Tibor Heumann, Stephen Morris, Constantine Sorokin, Eyal Winter Aug 2021

Selling Impressions: Efficiency Vs. Competition, Dirk Bergemann, Tibor Heumann, Stephen Morris, Constantine Sorokin, Eyal Winter

Cowles Foundation Discussion Papers

In digital advertising, a publisher selling impressions faces a trade-o¤ in deciding how precisely to match advertisers with viewers. A more precise match generates efficiency gains that the publisher can hope to exploit. A coarser match will generate a thicker market and thus more competition. The publisher can control the precision of the match by controlling the amount of information that advertisers have about viewers. We characterize the optimal trade-off when impressions are sold by auction. The publisher pools premium matches for advertisers (when there will be less competition on average) but gives advertisers full information about lower quality matches.

Uncertainty And Reputation Effects In Credence Goods Markets, Eric Schniter, J. Dustin Tracy, Vojtěch Zíka

ESI Working Papers

Credence-goods experiments have focused on stylized settings in which experts can perfectly identify the buyer’s best option and that option works without fail. However, in nature, credence goods involve uncertainties that complicate assessing the quality of service and advice. We introduce two sources of uncertainty. The first is diagnostic uncertainty; experts receive a noisy signal of buyer type so might make an ‘honest’ mistake when advising what is in buyers’ best interests. The second is service uncertainty; the services available to the buyers do not always work. Both sources of uncertainty make detection of expert dishonesty more difficult, so are …

Aung San Suu Kyi’S Defensive Denial Of The Rohingya Massacre: A Rhetorical Analysis Of Denial And Positive-Image Construction, Idhamsyah Eka Putra, Hema Preya Selvanathan, Ali Mashuri, Cristina Jayme Montiel

Psychology Department Faculty Publications

In December 2019, the International Court of Justice (ICJ) accused the Myanmar government of genocide against Rohingya Muslims. Represented by Nobel Peace Prize winner Aung San Suu Kyi, Myanmar authorities denied such accusations. To understand how a political leader can deny ingroup wrongdoings, we unpacked Suu Kyi’s ICJ speech and analyzed her defensive rhetorical style through critical narrative analysis. We aimed to identify and describe the denial strategies Suu Kyi used as well as how she maintained a positive ingroup image to support her position. Our findings showed that Suu Kyi engaged in interpretative denial of genocide by arguing that …

Representation Justice As A Research Agenda For Socio-Hydrology And Water Governance, Melissa Haeffner, Dana E. Hellman, Alida Cantor, Idowu Ajibade, Vinka Oyanedel-Craver, Maura Kelly, Laura Schifman, Lisa Weasel Aug 2021

Representation Justice As A Research Agenda For Socio-Hydrology And Water Governance, Melissa Haeffner, Dana E. Hellman, Alida Cantor, Idowu Ajibade, Vinka Oyanedel-Craver, Maura Kelly, Laura Schifman, Lisa Weasel

Environmental Science and Management Faculty Publications and Presentations

We propose representation justice as a theoretical lens for socio-hydrology and water governance studies. An exploratory survey of 496 water sector employees in the United States revealed that self-identifying females felt more strongly discriminated against due to their gender and other social factors, compared to self-identifying males. Responses unveiled how macro- and microaggressions impede career pathways to leadership positions and, therefore, representation. We identify ways in which socio-hydrology can benefit from a representation justice lens by considering the following: (1) how power and politics shape the composition of the water sector and decision-making processes; (2) how available quantitative data do …

Conjugal Mayorship: The Fernandos And The Transformation Of Marikina, 1992–2010, Meynardo P. Mendoza

History Department Faculty Publications

From 1992 to 2010, during the mayoral terms of Bayani and Maria Lourdes Carlos-Fernando, Marikina underwent an extensive transformation. The husband-and-wife team transformed it from a sleepy, semi-agricultural third-class municipality into a model city and the recipient of many awards and distinctions. Aside from providing the physical infrastructure needed to lay the foundation for the city, the Fernandos also transformed the residents by promoting a culture of order and discipline, and later on introducing corporatist practices in the delivery of basic services. In the process, Marikina became sustainable from a financial and environmental standpoint. This paper argues that Marikina’s transformation …

This paper aims to highlight the factors to consider for successful use of online Photovoice. The participatory action research project involved 130 young adults who took part in a Photovoice online activity …

A Model Of Occupational Licensing And Statistical Discrimination, Peter Q. Blair, Bobby W. Chung Aug 2021

A Model Of Occupational Licensing And Statistical Discrimination, Peter Q. Blair, Bobby W. Chung

Upjohn Institute Working Papers

We develop a model of statistical discrimination in occupational licensing. In the model, there is endogenous occupation selection and wage determination that depends on how costly it is to obtain the license and the productivity of the human capital that is bundled with the license. Under these assumptions, we find a unique equilibrium with sharp comparative statics for the licensing premiums. The key theoretical result in this paper is that the licensing premium is higher for workers who are members of demographic groups that face a higher cost of licensing. The intuition for this result is that the higher cost …

Conditions For Competition: Assessing The Competitive Dynamics Of Us Counties, Josh Mitchell, Lashonda Stewart, John Hamman, Steve Modlin Aug 2021

Conditions For Competition: Assessing The Competitive Dynamics Of Us Counties, Josh Mitchell, Lashonda Stewart, John Hamman, Steve Modlin

Journal of Public Management & Social Policy

Research in public policy examines specific theories that drive policy adoption among jurisdictions. One of these theories, referred to in the economics literature as economic competition (or strategic competition), posits that local governments may engage in competition with one another because of the potential interjurisdictional economic spillover effects of certain fiscal policies. In this article, sales tax rates, a common, yet overlooked, policy instrument in the policy literature is examined to determine if sales tax rates drive competition among counties. Testing several hypotheses, this study finds that sales tax rate increases can exacerbate competition among counties. However, this relationship is …

Climate Change Vulnerability And Perceived Resilience Among Smallholder Farmers In The Upper West Region Of Ghana, Evans Sumabe Batung Aug 2021

Climate Change Vulnerability And Perceived Resilience Among Smallholder Farmers In The Upper West Region Of Ghana, Evans Sumabe Batung

Electronic Thesis and Dissertation Repository

Globally, observed climate change has become a major barrier to agricultural productivity. At the same time, present and projected climate impacts are disproportionately affecting smallholder farmers in sub-Saharan Africa (SSA) where smallholder agriculture constitutes the predominant source of livelihood. Due to the vast agricultural potential of SSA, climate change resilience has been central in several multi-level deliberations over the past few decades. However, existing policies aimed at improving the effects of climate change on food security have overwhelmingly focused on the climatic dimensions of vulnerability, resulting in a lack of knowledge of the role non-climatic factors also play in shaping …

Marginalized: The Missing Public Management Research On Homelessness, Richard F. Callahan

Journal of Public Management & Social Policy

Abstract

Homelessness is long-standing issue in American cities, with significant human consequences. However, current public management research does not typically include research on public agencies responding to the needs of the homeless.

This paper uses a case study to explore the disconnect between public management research and those living on the margins of society as homeless. The case study illustrates the potential for multiple streams of research in public management to effectively research the complexities of homelessness. This paper makes the case for that public agency responses to the varied dimensions of homelessness align with public management research, with the …

Linking Human Resources And Child Welfare Data (Video), Quality Improvement Center For Workforce Development

Workforce Analytics Resources

When examining workforce data, it can be valuable to capitalize on data from a variety of systems, such as various human resources (HR) databases, learning management systems, and child welfare information systems. Each can be useful on their own, but additional information can be learned when different types of data are connected. For example, applicant information may be stored in a database that is separate from other HR data on those hired, and there is value in looking at the connections between applicant data and later aspects of employment.

Data linkage involves pairing observations from two or more data files …

Nebraska Monthly Economic Indicators: August 25, 2021, Eric Thompson

Leading Economic Indicator Reports

The LEI-N fell by 0.17% during July 2021, the first decline in ten months. The decline in the leading indicator, which is designed to predict economic activity six months in the future, suggests that economic growth will slow in Nebraska during the first months of 2022. Four components of the leading indicator worsened during July. Building permits for single-family homes declined while there was a small drop in manufacturing hours-worked. Initial claims for unemployment insurance and the value of the U.S. dollar also rose during July. A rising U.S. dollar is challenging for Nebraska businesses, which compete in international markets. …
