An effective Information and Communications Technology (ICT) regulatory system is expected to advance regulatory consistency, independence, pro-competitiveness, consistency, competency, and accountability. These qualities will inspire investor confidence, sectoral growth, and customer satisfaction. Since we considered regulatory independence elsewhere, this paper investigates the level of regulatory consistency in developing countries. This is done using data from Zimbabwe a developing country in Sub-Saharan Africa. The study employs a Qualitative methodology, and Heeks’ (2002) Design Reality Gap (DRG) model under an interpretivist paradigm. The directivity function of a played musical instrument describes the angular dependence of its acoustic radiation and diffraction about the instrument, musician, and musician’s chair. Directivity influences sound in rehearsal, performance, and recording environments and signals in audio systems. Because high-resolution, spherically comprehensive measurements of played musical instruments have been unavailable in the past, the authors have undertaken research to produce and share such data for studies of musical instruments, simulations of acoustical environments, optimizations of microphone placements, and other applications. Efficiency is essential to support responsiveness w.r.t. ever-growing datasets, especially for Deep Learning (DL) systems. DL frameworks have traditionally embraced deferred execution-style DL code—supporting symbolic, graph-based Deep Neural Network (DNN) computation. While scalable, such development is error-prone, non-intuitive, and difficult to debug. Consequently, more natural, imperative DL frameworks encouraging eager execution have emerged at the expense of run-time performance. Though hybrid approaches aim for the “best of both worlds,” using them effectively requires subtle considerations to make code amenable to safe, accurate, and efficient graph execution. Mediterranean spotted fever (MSF) is a tick-borne rickettsiosis caused by Rickettsia conorii subspecies conorii and transmitted to humans by Rhipicephalus sanguineus ticks. The disease was first discovered in Tunisia in 1910 and was subsequently reported from other Mediterranean countries. The first cases of MSF in the former Soviet Union were detected in 1936 on the Crimean Peninsula. This review summarizes the historic information and main features of MSF in that region and contemporary surveillance and control efforts for this rickettsiosis. The growing traffic within the Cislunar region has created a need for computationally effective methods to obtain the trajectories of spacecraft in the Cislunar region. By developing algorithms with low time and arithmetic complexities, we can effectively address these needs.

In this talk, we will present a mathematical model that uses interpolation and boundary conditions to obtain trajectories for satellites based on the principles of three-body dynamics. Following the model, we propose a low- complexity algorithm to generate satellite trajectories. Bacteria are known to interpret a range of external molecular signals that are crucial for sensing environmental conditions and adapting their behaviors accordingly. These external signals are processed through a multitude of signaling transduction networks that include the gene regulatory network (GRN). From close observation, the GRN resembles and exhibits structural and functional properties that are similar to artificial neural networks. An in-depth analysis of gene expression dynamics further provides a new viewpoint of characterizing the inherited computing properties underlying the GRN of bacteria despite being non-neuronal organisms. Enzymes are versatile and efficient biological catalysts that drive numerous cellular processes, motivating the development of enzyme design approaches to tailor catalysts for diverse applications. In this perspective, we investigate the unique properties of natural, evolved, and designed enzymes, recognizing their strengths and shortcomings. Introduction. To reduce the stream of solid waste going to landfills, innovative means for beneficial use are essential. The diversity and volume of organic wastes pose singular problems and opportunities for recovery and circularity. Common processes for organics include conversion to biofuels and carbonization to biochar, typically done by torrefaction (dry pyrolysis). Breast cancer is a leading cause of death in women worldwide, and early detection is crucial for successful treatment. Computer-aided diagnosis (CAD) systems have been developed to assist doctors in identifying breast cancer on ultrasound images. In this paper, we propose a novel fuzzy relative-position-coding (FRPC) Transformer to classify breast ultrasound (BUS) images for breast cancer diagnosis. The proposed FRPC Transformer utilizes the self-attention mechanism of Transformer networks combined with fuzzy relative-position-coding to capture global and local features of the BUS images. Cosmic strings, speculative one-dimensional objects, are thought to result from spontaneous, electroweak symmetry-breaking phase transitions in the early universe. If cosmic strings exist, they could extract energy from spinning black holes via the Penrose process. Although theoretically motivated, cosmic strings have not yet been observed. We propose an indirect method of observing a cosmic string by investigating a pulsar-black hole binary system, using high precision observations of pulsars. We then aim to place bounds on cosmic string abundance and tension.

We studied the effects of leading-edge serrations on the flow dynamics developed over an owl wing model. Owls are predatory birds. Most owl species are nocturnal, with some active during the day. The nocturnal ones feature stealth capabilities that are partially attributed to their wing microfeatures. One of these microfeatures is small rigid combs (i.e. serrations) aligned at an angle with respect to the incoming flow located at the wings' leading-edge region of the primaries. These serrations are essentially passive flow control devices that enhance some of the owls' flight characteristics, such as aeroacoustics and, potentially, aerodynamics. We performed a …

Text Document Clustering (TDC) is a challenging optimization problem in unsupervised machine learning and text mining. The Salp Swarm Algorithm (SSA) has been found to be effective in solving complex optimization problems. However, the SSA’s exploitation phase requires improvement to solve the TDC problem effectively. In this paper, we propose a new approach, known as the Bare-Bones Salp Swarm Algorithm (BBSSA), which leverages Gaussian search equations, inverse hyperbolic cosine control strategies, and greedy selection techniques to create new individuals and guide the population towards solving the TDC problem. This paper investigated influences of heat radiation and magnetic forces on the movement of a viscous nanofluid along the stretched sheet. For heat and mass transport Cattaneo-Christov fluxes explained thermal and concentration diffusions. By applying the proper transformations, nonlinear partial differential systems can be transformed into ordinary differential systems. The resultant ordinary differential problems are evaluated using the optimal homotopy analysis procedure (OHAP). Additionally, skin friction, heat transport, and mass transport rates are calculated numerically. Chlorogenic acid esterases (ChlEs) are a useful class of enzymes that hydrolyze chlorogenic acid (CGA) into caffeic and quinic acid. ChlEs can break down CGA in foods to improve their sensory properties and release caffeic acid in the digestive system to improve the absorption of bioactive compounds. This work presents the structure, molecular dynamics, and biochemical characterization of a ChlE from Lactobacillus helveticus (Lh). Molecular dynamics simulations suggest that substrate access to the active site of LhChlE is modulated by two hairpin loops above the active site. Magnetism and spin-orbit coupling are two fundamental and interconnected properties of oxide materials, that can give rise to various topological transport phenomena, including anomalous Hall and anomalous Nernst effects. In this paper a modification of homotopy perturbation method (HPM) is proposed for multi-point boundary value problems (BVPs). In this modification, HPM is hybrid with least square (LS) optimizer and named as least square homotpy perturbation method (LSHPM). Proposed method is applied to nonlinear multi-point BVPs and results are compared with HPM. The validity and convergence of the obtained solutions are confirmed by finding residual errors in each case. Analysis reveals that LSHPM is providing much accurate results as compared to HPM and hence can be used for more complex problems.

We present the results from a multiyear radio campaign of the superluminous supernova (SLSN) SN 2017ens, which yielded the earliest radio detection of an SLSN to date at the age of ∼3.3 yr after explosion. SN 2017ens was not detected at radio frequencies in the first ∼300 days but reached Lν ≈ 1028 erg s−1 cm−2 Hz−1 at ν ∼ 6 GHz, ∼1250 days post explosion.
